In the thesis the solution of an actual task of development of scientific and methodical provisions and practical recommendations on formation of system of socially responsible human resource management at the coal-mining enterprises of the country is proposed. The conceptual provisions on formation of system of socially responsible human resource management of the coal-mining enterprises based on system approach to participation of the state and business in realization of social responsibility before employees of the coal enterprises are offered. The components of system of socially responsible human resource management are investigated and concretized as well as features of national approach to formation of corporate social responsibility are revealed. The main components of the mechanism of formation of system of socially responsible human resource management are offered. Procedure of monitoring and assessment of a state and productivity of system of socially responsible human resource management is developed. Information and organizational support of functioning of system of socially responsible human resource management at the coal-mining enterprises is created.
