Thesis is devoted to the legal regulation of an administrative responsibility of a carrier for the transporting of passengers through the state border of Ukraine without proper documents while international passenger transporting. The stages of formation of legal basis in the specified field are characterized, the concept and features of this type of an administrative responsibility are examined. Priority areas of the improvement of the legal bases of an administrative responsibility in the considered field are determined.
