Yaroshenko I. Identification of the problem regions in Ukraine and determination of the priority areas for the development

The object of research is process of tissues determining for socio-economic development of regions. The purpose of research is development of theoretical and methodological principles and practical recommendations on the identification and definition of priority directions of development for disadvantaged regions. Methods of research are system analysis and synthesis; abstract method; system-logical method; entropy method; mathematical modeling; graphics method. Methodological approach to the problem estimation for regional development which is performed by such components as economic unattractiveness, social unrest and environmental disasters on the basis of integral evaluation; methodological support of problem regions identification which is based on the determination of regions that need by priority state support and general problems of development for most regions; cognitive map of the relationship of regional development received further development. Essence of such concepts as "problematic", "economically disadvantaged", "social tensions", "ecological disaster", "depressed", "crisis" and "underdeveloped" regions; classification of problem regions which is carried out according to the following criteria: economic unattractiveness which includes the dynamics of development and level of development; social unrest; environmental disaster; organizational component of the mechanism of state support in problematic regions which is based on the identification of problems of regional development are improved. Scientific results are used in the activities of the Department of Economics and International Relations of Kharkiv Regional State Administration (certificate No 10-23-4/459 from 14.08.2012,) and Department of Agriculture Development of the Kharkiv Regional State Administration (certificate No 11-20/02/1271 from 02.06.2014).
