The dissertation is completed work that first in science of Ukrainian Administrative Law about theoretical and practical issues of state control in the special water use sphere. The definition of state control over special water use, his aim and objectives are formulated in dissertation. Theoretical analysis of general and specific principles of control, international water management approaches, types, forms, methods, and objects of control is exercised in their close connection with practical application. The dissertation explores current state and the ways of optimization of public bodies that performing a control function over special water use sphere. Comprehensively investigated the mechanism of state control realization which uses the control proceedings and measures of administrative influence. Special attention is paid to administrative responsibility in the investigated area. Dissertation includes proposals of improvement of Ukrainian legislation state control sphere.
