Pivavar I. State regulation of housing and communal service of Ukraine population

The object of research is process of state regulation for housing and communal services of Ukraine in the heat and water supply sphere. The purpose of research is development of theoretical-methodological support and practical recommendations for state regulation of housing and communal services in Ukraine. Methods of research are theoretical generalization; morphological analysis; system analysis; formalization; observation, comparison, analysis and synthesis; cluster analysis; factor analysis; taxonomy; multiple regression analysis; graphical method. Methodological approach to the definition of the components for the regulatory mechanism housing and communal services to the population which is based on the spatial matrix of the heating and water supply networks state as well as basic socio-economic characteristics of administrative territories; organizational approach to the ordering of the mechanism components for state regulation in the sphere of housing and communal services which includes the step of complex diagnostics of socio-economic status of the administrative territory; methodical approach to the definition of utility tariffs for heat and water as the basis for the formation of the quality housing and communal services to the population which takes into account infrastructural factors of the cost formation for providing services and the solvency of the population are received further development. Methodological approach to the formation of a competitive environment in the sphere of communal services in Ukraine the difference of which is the creation of alternative providers of utility services at the legislative level; methodical approach to the formation mechanism of state regulation for housing and communal services in Ukraine which has a multi-level vertical structure of the regulatory acceptance of administrative decisions. Are improved. Scientific results are embedded in the activities of the Main Department of Housing and Public Utilities and Infrastructure Development of Kharkiv Regional State Administration (certificate No 06-478 from 12.03.2010), Control Housing of Cherkasy Regional State Administration (certificate from 16.10.2012) and in the educational process of Kharkiv National University of Economics (certificate No 10/85-34-42/1 from 21.05.2010).
