Social and psychological factors of students' political consciousness incipience are theoretically grounded and empirically investigated, their significance and specificity are concretized in the dissertation.There is elaborated the concept and created the structural and functional model of social and psychological factors of thestudents' political consciousness incipience. The model is represented by a system of interconnections between external (conditions of the educational sector; socio-demographic, organizational and professional, individual and psychological characteristics of personality) and internal factors, which comprise three elements: cognitive, affective and behavioral. Types of political consciousness are determined: politically active, needs and sensitive, politically passive. The connection between the types of students' political consciousness and their individual, psychological, socio-demographic, organizational and professional characteristics is found.According to the results of dissertation research it is observed that the process of political consciousness incipience in HEI is a system of measures aimed at increase the level of political consciousness development through the use of scientifically grounded complex of psychological conditions. This system's implementation is focused on youth consciousness of individual and social significance of the individual's political culture in the political socialization process, where as institution of socialization serves HEI. Considering the results of empirical research there is elaborated a socio-psychological training as a complex of forming activities of political consciousness incipience.
