The thesis investigates theoretical and methodological principles and scientific and practical approaches to improving resource potential and substantiates the reasonable ways of modernization. The economic substance and the content of definition of "resource potential", "human resource" in a social sphere are defined. The peculiarities of the formation and development of resource potential are disclosed; the conceptual approaches to resource potential reproduction are systematized and expanded.
