The concept of the organizational and legal ensure of the development of information and communication infrastructure of rural areas is developed and implemented. The system model of ensure development subjects of this infrastructure is proposed. The concept of providing the free access the residents of the village to the information and communication technologies is proved; the organizational and legal mechanism of its implementation is defined. The organizational and legal measures of the ensure the information security of the residents of the village, as the consumers of telecommunications services, are defined. The suggestions of the improvement the organizational and legal ensure of the development the information and communication infrastructure in the social and domestic, humanitarian and cultural spheres of the village, taking into account the international legal standards of the ensure the human rights, is made
