Essay

The object of study is the process of efficient use of labor potential. The aim is synthesis of theoretical positions and improving the scientific and methodological aspects of organizational capacity to ensure effective use of human resources in the region. Method of study is scientific abstraction and content analysis, ordering, grouping, statistical methods, methods of comparative analysis, correlation analysis, cluster analysis, structural and logical method, system approach. Organizational ensure effective use of labor potential, based on the calculation of the characterizing components of existing employment potential of the region (realized and unrealized), allowing components to form a regional policy based on the specific region; methodological support dynamic analysis and use of labor potential, which includes: determining a typology of cities and districts of the region in terms of unemployment and load one job; calculation of integral index estimation of labor potential of Ukraine's regions, allowing to identify prerequisites full use of labor potential of the region; methodical approach to the assessment of the employment potential, based on institutional support for the use of the employment potential of the region (normative legal acts and regional development programs) that allows you to create conditions to balance supply and demand on the regional labor market. Entered further development: defining the essence of labor potential, considering it not as a set of human resources in the region, as well as a set of properties of human resources in the region, based on which defined types of labor potential of the region, existing, implemented, and unrealized potential development that allows to evaluate opportunities to increase its efficiency and development; concept of efficient use of labor potential, containing organically combined institutional, analytical and scientific methods of effective use of labor potential of the region with the influence of external and internal factors that made it possible to calculate the realized labor potential of the region and identify reserve consisting of unrealized potential.
