Biluga S. Pre-trial settlement of administrative disputes in Ukraine

The dissertation is devoted to scientific task of establishing the nature and characteristics of pre-trial settlement procedures of administrative disputes and arguments for a new concept. Pre-trial settlement of administrative disputes is considered as a special coordinative procedure, which is performed by a judge-mediator to settle administrative and legal disputes on the basis of mutually acceptable solution without involving into administrative proceedings. The prospects for further development of procedures for pre-trial settlement of disputes through its complete separation from administrative proceedings; determine the categories of disputes for which it does not apply; introduction of additional evidence (filtrational) conditions of it's usage; empowerment of judge-mediator.
