The paper deals with the investigation of risks peculiarities of public administration environment. The essence of the key notions and models that create methodological base of investigations in the given subject area, in particular, as to an administrative-territorial unit, is explained. The methodological principles of support of crisis orientation of strategic management are determined. The mechanism of crisis management and system of implementation of the risk-oriented strategy of the administrative-territorial unit are proved.
