Dissertation is devoted to the analysis of theoretical and practical issues of administrative and legal regulation of the processes occurring during the crossing of Ukrainian borders by goods of military and dual use. The thesis examines theoretical and practical issues of administrative and legal regulation of processes that occur during border crossing Ukraine loads of military and dual use. The methodological basis of the thesis are both general (dialectical, system, etc.) and special (comparative legal, historical, comparative, historical, legal, formal-legal, sociological, scientific analysis and synthesis) methods. In dissertation formulated proposals for the improvement of administrative and legal measures for the prevention of violation updating system using intra-corporate control of bona fide exporters, also detailed administrative and legal measures used in the export control including administrative coercion which are realized through the use of the most important functions of the state law was divided into three steps: administrative and preventive administrative suspension and administrative penalties, including a special role assigned functions a precautionary administrative sector. Dissertation based on the analysis and synthesis of suggestions for the improvement of a number of legal acts, with differences narrow or broadens the legal definition, by unifying legislation on export controls.
