In the dissertation the genesis and evolution of procedural legislation ensuring the participation of persons in pre-trial investigation were considered. The concepts coercive measures during the preliminary investigation were considered. An author's definitions of "procedure to ensure participation of people during pre-trial investigation" were proposed and definitions of "the measures of criminal proceeding" were improved.
