Essay

In this thesis grounded on theoretical and methodological foundations of organizational and economic mechanism of regulation of the exchange of knowledge and developed recommendations to improve its regulation. Knowledge has dual properties - public and private good. Regulation of the sphere in which sharing of knowledge is carried out necessary to maintain a balance between free and paid access to the knowledge in society, without prejudice the rights of citizens in equal access to public goods, which put obligations on the government.
