The theory of modernization was investigate and formed the semantic descriptions of technological modernization In order to form and realize the technological modernization process for steady, perspective territory development was developed the organizational-economic providing for management this process: formed the control system for technological modernization of region industrial complex which can be realized through regional technological modernization Fund; improved the instrument for management the process of technological modernization of region industry and the mechanism of its realization by using the procedure of technological audit in determination of regional technological modernization priorities; developed the parameters for estimation of systematic, complexity, efficiency of the technological modernization regional processes and grounded the necessity and parameters of flexible differentiated public policy for providing the technological modernization of region industrial complex.
