Ryabovolik T. State Regulation of Employment in the Innovative Sector of Economy

Object of research - theoretical and methodological foundations for improving state regulation of employment in the innovation sector of the national economy. The methodological basis of the research is served the fundamental positions of economic theory, macroeconomics, scientific works on problems of state regulation of employment, general and special methods of cognition. The thesis is devoted to deepening the theoretical and methodological foundations and development of scientific recommendations for improvement of state regulation of employment in the innovation sector of Ukraine. The essence and the peculiarities of employment in the innovation sector are determined. The classification of impacts is done and the comprehensive system of evaluation of the state of employment in the innovation sector is formed. The specifics of realization of state policy, functions, instruments, methods and tools of state regulation of employment in the innovation sector are grounded. The comparative analysis the state of employment in the innovation sector in international, national and regional dimension is conducted. The algorithm, structure and directions of the development and realization of the strategy of state regulation of employment in the innovation sector of Ukraine are elaborated. The ways of improving the legal, organizational, economic, administrative, tax and informative levers of the regulatory mechanism are offered. The methodical providing the monitoring of performance of state regulation of employment in the innovation sector is grounded. The results of the research concerning implementation of the monitoring of the state of employment and introduction the regulatory corrective actions which are aimed at increasing the employment in the innovation sector of economy are used in the activity of Kirovograd regional chamber of commerce. The proposals for formation of strategy employment in the innovation sector of economy have been used in the activities of the Department of Economic Development and Trade of the Kirovograd regional state administration. The recommendations on improving the quality and innovation orientation of education are used by the Department of Education and Science of Kirovohrad regional state administration during the development of the "Strategy of economic and social development of the Kirovohrad region to 2013-2020 years."
