The dissertation solved an actual scientific and applied problem start, validate and implement in an economic environment implementation of development investment projects of building new operating technology budgeting contract construction composed of concepts, business models and software applications, to ensure the formation of the joint use of the consolidated budget as a tool for strategic and the current financial management implementation process of the construction investment development project. Operational and functional basis to develop a business budgeting tools consist of two models: "Pre-investment preparation of the budget construction project" and "Economic and structural-functional basis for the budget of the construction project and its performers". The first models in the pre-investment phase of the project on the evaluation of the characteristics of the object of investment budget predicts satisfaction of customer requirements in a formalized indicator "reliability of budgeting." The next model in the format of the new parametric system provides formation budget in several formats: from operating budgets and functional performance of works by individual enterprises implementing - the consolidated budget of a development project construction, and should be appropriately monitored as a result of implementation of the budget for the investment of the project.
