Thesis is devoted to investigation the nature of investment and investment resources. The views of scientists about the nature notion of "development" were considered and systematized. In thesis were determined the differences and similarities of the investment and financial maintenance. The methodical approach to the provision of investment maintenance of fuel and energy complex development was substantiated. The indicators characterizing the state of the fuel and energy complex and its place in the national economy were analyzed. The methodical approach to the assessment of the fuel and energy complex development in view of the relationship of criteria, which characterize it, with a comprehensive indicator of the national economy, was proposed.
