The thesis developed the concept of management staff the food industry as a center of financial responsibility, which is based on the organizational and economic mechanism of personnel costs on the basis of financial or administrative, which provides accounting and control personnel costs, optimize them, and making regular an objective and comprehensive assessment of the efficiency of staff. Grounded methodological principles of forming human resource strategies based on the process approach, using methods of analysis of financial and economic activities, peer review, a system of key performance indicators.
