The thesis is devoted to establishing entity of public-law controversies in the intellectual property sphere, to determination of their elements, to the implementation of their systematization, to identify resolve characteristics such controversies in foreign States, to the identification of shortcomings in the legal regulation of resolving such controversies and to justification on the basis of proposals on changes in the administrative material and procedural legislation.
