The thesis solved scientific problem, the essence of which is the need of awareness contradiction between a status of administrative norms that define principles of legal citizens and their associations, and mechanisms of their interaction with the executive authorities, which is a dynamic component of administrative and legal regulation. Solving the problem involved the achievement of the objectives and the formulation of their decision on the basis of these provisions, which summarizes the thesis.
