Object of the research: the social relations that have appeared in the process of proceedings implementation for execution of the directive award for administrative penalties. Goal: to define the procedural principles for execution of the directive award for administrative penalties adopted as the results of the proceedings in cases about administrative violations, and on the basis of the gained knowledge to develop practical recommendations for improving the procedure and rules for the following directives in view of each type of the administrative penalties. Methods: a set of general and special-legal methods of scientific knowledge: dialectical, systematic, structural-functional, formal-logical and others. Theoretical and practical results, scientific innovations: Was proved a provision about administrative – delictual process structure consisting of four elements, which includes: proceedings of cases about administrative violations; proceedings about revision of regulations of cases about administrative violations; proceedings on the implementation of the directive award for administrative penalties; proceedings in supersession of administrative penalties. Substantiated the existence among the proceedings on the implementation of the directive award for administrative penalties, of such types as: inchoate proceeding, double proceeding and the complex proceeding. Substantiated the existence of the separate proceedings in supersession of administrative penalties. Suggested a fresh approach of its structure, reasons and perspective normative constitution. Highlighted a specific for the proceedings on the implementation of the directive award for administrative penalties principle of absolute abidance, and also proved that significant part of proceeding principles of cases about administrative violations are not peculiar for the proceedings on the implementation of the directive award for administrative penalties. Practical value: the results of the dissertation research are methodological significant for practical work on the implementation of the directive award for administrative penalties; can serve as a basis for the further empirical research work in the sphere of administrative process. Study area: in the educational process during the preparation of material and conducting lectures, seminars and practical classes on the subject "Administrative law" "Administrative responsibility".
