Pahomova I. Legal regulation of information relations in the field of public service

Object of research is information relations as a kind of social relations that are formed in public service.Objective: comprehensively define legal regulation of information relations that are formed in public service of Ukraine. Methods: A set of general and special-scientific methods and techniques of scientific knowledge. Theoretical and practical results, scientific novelty: for the first time defined static and dynamic characteristics of information as an independent object of legal regulation, which is formed in public service the author offered an approach to classification functions in public administration; installed the system and the level of legal security of information relations in public service; describes the principles of formation and development of information relations in the public service sector with a specific of national system of state administration of Ukraine; the author proposed the version of classification of information relationships that are formed in public service; substantiated the expediency of scientific research of the category "in-formation competence of public servants," revealed the content of this concept and highlights the components of infor-mation competence of civil servants; reasoned the author vision reasonably promising areas of transformation of information of relations in public service on the basis of the legal system of convergence of Ukraine with the EU legal system. Practical significance: the results can be used in the research field - to further develop of problem issues of functioning public service and administrative and legal support relations in public administration; in law-making - as a material for making changes and additions to the legal acts that govern information relations in public service; in enforcement activity - for improving the effectiveness of implementation of management competence of public service officials during the execution professional responsibilities, including in the sphere of official information. Scope: in the educational process while preparing textbooks on disciplines "Administrative Law", "Public Administration", special training courses, which involve consideration of issues related to professional activity of public servants. The results of the research included in the educational and methodical developments prepared with the author (developed a working curriculum and materials for seminars and independent work of students on discipline "Information Law Ukraine", which are approved by the Scientific and Methodological Council V.N. Karazin Kharkiv National University named after (protocol № 2 dated 01.30.2013 g.) and were published.
