Essay

Dissertation is one of the first in the domestic administrative and legal science a comprehensive research in which the peculiarities of legal regulation of resolving of public law controversies in state-office relations in administrativnih courts are formulated with taking into account modern trends in the development of the administrative law and process doctrine, as well as legislative novelties. Taking into account the obtained results the scientifically-based recommendations on improving the existing administrative material and procedural legislation are presented. There proved that state service is a kind of public service.
