Objective: justification of theoretical and methodological approaches and development of practical recommendations for improving the mechanisms of state regulation of social- economic development of the state regions in the terms of globalizing economy. Methods: historical-chronological, abstract-logical, comparative-legal, structural-functional, experimental and statistical-economical. Results: decided specific scientific task, which is to study the theoretical and methodological approaches and develop practical recommendations for improving the mechanisms of state regulation of socio-economic development of the regions of Ukraine in the terms of globalizing economy. Novelty: defined the place of social defense of population in the organizational mechanism of state regulation of socio-economic development of the state regions in conditions of globalization challenges; improved conceptual positions of dynamical approach to the competitiveness of the socio-economic potential of the region through the indicators of human capital; obtained the further development of a functional approach to state regulation of socio-economic development of the regions in the terms of globalizing economy and others.
