The research and extrapolation of general theoretical approaches to relations of public administration is carried out in the scientific paper, which allowed to give understanding of the content and improve the provisions on involvement of individuals in administrative legal relationship. The elements of scientific novelty and key conclusions of the dissertation are enhancement of the theory and practice with regard to involvement of individuals in relations of public administration. In particular, it is proved that the conception of theoretical views on a person as an individual subject of administrative law must transform taking into account the theory of equalitarianism, which provides for a society of equal opportunities in terms of administration and access to material goods by all its members; the definitions of legal administrative and administrative procedural status of a person (individual) are enhanced, as well as definitions of administrative legal capacity and legal competency of a person.
