The thesis is devoted to the analysis of theoretical and methodological principles of administrative services by municipal authorities. Reveals the epistemological aspect the definition of a public authority to provide administrative services. The concept and contents of administrative services offered and their classification. Set of administrative services in the development of civil society and the ratio of regulatory support of providing state and municipal authorities. Studied experience of foreign countries to provide administrative services to municipalities and based on its analysis of the suggestions for use in Ukraine. Expressed proposals formulated recommendations reasonable provisions aimed at improving the legal regulation of municipal authorities to provide them administrative services.
