The thesis is devoted to the combined investigation of administrative and legal organization of a system of personnel of civil aviation, which is manifested in its structuredness, internal order, coordination of interaction in relation to the independent parts. Many proposals and recommendations to the national legislation were formulated with the aim to improve the activity of civil aviation personnel and conform to European standards and international practices of ICAO.
