The thesis is based on a comprehensive analysis of scientific sources identified theoretical principles of monitoring of housing and communal services, carried out the analysis of information and analytical support monitoring Housing, the role of monitoring process of public management reform Housing Ukraine, studied the world experience of Monitoring of housing and communal services. Developed model of monitoring of housing and communal services and justified its mechanism codified indicators for monitoring public utility, improved approaches to monitoring the formation of Housing as a tool for reforming public management through introduction of automated information-analytical systems.
