Object: the relationship of state and civil society institutions. Objective: a comprehensive study of the relationship of local executive bodies of Ukraine (for example, Rivne region) with citizens' associations and to develop proposals aimed at improvement. Methods: complex, classification, ordering, analytical, formal-logical, systematic and structural, induction, deduction, historical. Results: the revealed the specifics of the problems, obstacles and positive aspects of the relationship of these institutions, and on this basis, justified the author's vision of improving the relationship.
