Kachan N. Evaluation structural reconstruction of water complex in Ukraine

The object of research includes the process of evaluation of structural adjustment that concerns water utilization system in Ukraine. The purpose includes explanation of theoretical ideas, methodological principles and also development of practical recommendations that are aimed on clarifying assessment system of restructuring water utilization system in Ukraine including inside country's improvement of regulatory policy. Applied methods: comparison, synthesis, system-structural method, systematization method, analyzing, economic and statistical methods, ranking and clustering, logical method, integration. The results of research: theoretical concepts were summarized and solution of scientific mission was proposed. It is consist of development of scientific and methodological foundations and practical recommendations for evaluation of structural adjustment in water utilization system in Ukraine in improvement regulatory policy. The scientific novelty: basic theoretical aspects of restructuring of national economy and water utilization system in Ukraine are revealed. Classification of structures in national economy is generalized and prevailing patterns of water utilization system are formed. The necessity of structures evaluation and their restructuring in Ukrainian water utilization system is proved. In this paper, statistical indicators for the analysis of dynamic change of water utilization system in Ukraine are systematized and improved, studies in terms of reproduction, sectoral and territorial structures have been carried out. The assessing of the territorial principle structure in view of the control system of Ukrainian water utilization system is improved. The attention to the need to change the priorities in the water management of administrative and territorial to a basin type is paid and the strategic directions of improving the state regulation of water utilization system in Ukraine are identified. Methodical approaches to evaluation measures of structural adjustment of water utilization system in Ukraine that are based on synergistic approach considering sustainable water use are offered. The results of research were implemented in the practical activities of State Water Resources Agency of Ukraine; in Rivne Regional Department of Water Resources; in Rivne Regional State Administration, the Production and Trade Enterprise of LLC "Ahropererobka" and introduced into the educational process of the National University of Water and Environment. The field of results application is the activity of central and local executive authorities in the sphere of water management.
