Shtan M. National strategy for management of special economic zones

In dissertation is developed approaches to understanding the content of special economic zones; developed proposals for using in the Ukraine of the world experience in sphere of development SEZs in the national economy of Ukraine; investigated the conceptual bases of development of SEZs in the national economy of Ukraine, is developed criteria of typification constructing them models that are used in different countries of world; was rated the efficiency of development of SEZs in domestic economy of Ukraine; found peculiarities of the regulatory system SEZs in domestic economy of Ukraine; generalized international experience regulation of Development of SEZs; justify the strategy for the development SEZs in domestic economy of Ukraine in view of modern the geopolitical and macroeconomical challenges for the country. In this work developed the concept a state strategy management of special economic zones in Ukraine, which provides for focusing on the development of the special economic activity in Ukraine on the principles of public-private partnership, promote the development competitive realms and flexibility in international tax competition, which will allow conceptually justify order to the implementation of special economic regimes in Ukraine. Was Improved scientific and methodical approach to evaluating the effectiveness of state management strategies special economic zones in Ukraine and institutional mechanism of its regulation on the basis of the relevant binary indicative indicators, which allowing to carry out previous, current and future control above efficiency state investment policy. This is in contrast to existing approaches is allows to compare actual and planned targets during the development of SEZs. Was Improved institutional mechanism managing special economic zones what is based on implementation profile agency - State service Investment and managing special economic zones of Ukraine. This would ensure a direct dialogue between internal and external investors and will help to implement the principles of public-private partnership on the basis of equality, proportionality, economic payback and social orientation.
