Dissertation is devoted to complex problems of theoretical and practical bases of legal regulation of the employment relationships with government officials. The composition of such relations, it is proved that the regulation of civil servants is the prerogative of the labor law. The system analyzes the principles on which the procedures in the public service. Considered the base on which there are labor relations with public officials. It was determined that a key element of the legal structure of entry to the civil service is a legal fact. Studied the legal regulation of the competition for vacant positions in state authorities. The employment contract with government officials identified as a key element of the entry into the civil service. The author emphasizes the need for the contract as a regulated form under an employment contract with government officials. Considered the international experience of the leading countries of the world, on the basis of which a number of recommendations to improve the process of the employment relationships with government officials in Ukraine and the settlement of national legislation with European Union requirements.
