Kostiukevich A. The mechanism of maintenance and reclamation services in terms of transformation of property relations farms

The object of research is the process of organizational and economic relations reforming in hydro meliorations. The purpose of the research is theoretical and methodological foundations and practical recommendations to develop mechanisms for management of reform of organizational and economic interaction between the subjects on hydro melioration. The following methods are applied: analysis, synthesis, comparison, generalization, causation, historical, logical, methods of modelling and scenario analysis. The following results were achieved: the scientific and methodological foundations and practical recommendations for organizational and economic relations reform in the field of hydro meliorations have been developed. The novelty: The conceptual model of dual organizational and economic systems which based on the assessment and monitoring of institutional and economic stability is proposed; the mechanism of equal competition conditions in the area hydro melioration is improved; scientific and methodological foundations for the development of contractual relations between vendors and drainage services consumers through the pricing modeling are improved; the typology of organizational and economic systems, separately "dual organizational and economic system," which consists of two interrelated donor elements the implementation of the objectives of which is impossible without the formation of stable backbone connections between their elements is developed; the methodological approaches to the assessment and prediction of dynamic stability dual organizational and economic systems of different levels in hydro melioration were further development; the scientific and methodological approaches to the development of organizational and economic mechanism of integration processes state regulation in hydro melioration which consisting in stimulating increased economic stability of dual systems were further development. The results of the research was implemented in the practical activities of the State Water Resources Agency of Ukraine; Rivne Regional Department of Water Resources; Volyn Regional Department of Water Resources; Department of Agricultural Development of Volyn Regional State Administration. The field of the results application is the activity of central and local executive authorities in the field of water management and agriculture.
