Dissertation is a scientific research of real estate property rights state registration theoretical and practical problems of its administrative legal regulation. Level of development and evolution of real estate property rights state registration institution were analyzed. Meaning of real estate property rights state registration department was determined trough such categories as «state executive body» and «state department», its legal status was specified. Current legal basis of rights registration departments functioning was characterized, its practical realization problems.
