The research object is the public relations arising in the course of the state regulation in the sphere of the housing and communal services. Objective: the determination and complex description of the administrative and legal grounds of the state regulation in the sphere of the housing and communal services. Methods: philosophical, general scientific, special scientific. Dialectical method, classification method, systematic and structural, structural and functional, formally juridical. Theoretical and practical results, scientific novelty: for the first time it was formulated the author's understanding of the state regulation in the sphere of the housing and communal services. Within the Administrative Law it was singled out and characterized the administrative procedure concerning price fixing on housing and communal services as a separate type of the administrative procedures. It was proved the specific nature of the legal acts that fix prices on housing and communal services. It was proved the approaches to the determination of the functions and principles of the state regulation taking into account the peculiarities of the sphere of the housing and communal services and understanding of the content and legal nature of the state control in the sphere of the state regulation of the housing and communal services. Further development was given to the theoretical statements concerning the mechanism structure of the administrative-legal regulation, doctrine on normative and legal acts concerning their essential and sufficient features. Practical importance: the obtained results have methodological importance for further research in the sphere of the state regulation of the housing and communal services, they can be applied as the methodological basis for law-making activity especially in the course of the development of the normative constructions of the state control and juridical responsibility in the corresponding sphere. The sphere of application: law-making activity in the sphere of the housing and communal services, in the course of teaching the academic subject “Administrative Law” and related legal disciplines.
