The object of study: the process of utilization of production resources in gardening. Objective: To study the theoretical and methodological foundations of utilization of production resources in horticulture and identify untapped reserves and identify ways to improve efficiency of the industry. Scientific novelty: for the first time invited to determining the cost of inputs in horticulture, which includes in addition to conventional components production resources integral index of natural environmental conditions; Methodical approach to integrated assessment of security sector horticulture production resources, mechanism of quality control horticulture in terms of European integration; were further define the essence of the concept of "inputs in horticulture" cluster analysis on ensuring gardening industry inputs, conceptual approach to the formation of innovative investment development strategy gardening.
