The thesis discussed the synergistic association of space-time targeting of mobile tools with the experience of professional experts, computer simulation and physical implementation software and hardware multimedia tasks in a systematic transport state monitoring of highways. It is proposed with using information and communication technology dynamics estimate of state highways without significant cost. It is the method of interactive assessment rapid road state to reduce the time, financial and human costs of diagnostics road through a combination of knowledge professional expert with computer resources road traffic.
