The object of study: the process of identifying among the many urgent threats to the most dangerous and important safety information and telecommunication systems. Subject oslіdzhennya: state estimation method of information resources security based on a study of threats and urazlivostey information security of information and telecommunication systems, and the sources of their origin. Objective: To increase the level of security Ііnformatsіynoї information and telecommunication networks under the influence of threats and urazlivostey, through the development and implementation of the method of estimating the state of security information resource that information and telecommunication systems circulates and is processed. Research Methods: methods of expert estimation, the method of paired comparisons and survey methods, methods of vector optimization and probability theory.Theoretical and practical results and novelty: for the first time developed a method to determine the most important and dangerous information security threats in information and telecommunication systems, which by means of pairwise comparisons and immediate assessment of their qualitative and quantitative indicators allows the entire set of current threats to form a "reference sample" threats and It provides a further opportunity to determine the trend of sound quality growth of their importance; he received a further development of the method of estimating the state of protection of information resources in іnformatsіyno-telekomunіkatsіnih systems, which by pairs structuring "threat-vulnerability" and evaluating their impact on the integrity, confidentiality, and availability of observation data, to determine the state of protection of information resources.
