The thesis deals with public administration of processing and issuance of visa applications for foreigners and stateless persons who enter Ukraine. The signs and features inherent in the sphere of visas are defined, the stages of the proceedings of visa sphere are given. The reasons for registration and the refusal to issue visa documents for entry of foreigners and stateless persons in Ukraine are analyzed. The attention to the contents of the proceedings for registration and issuance of visa applications for foreigners and stateless persons to enter Ukraine are given. The normative and legal insuring of visa sphere is analyzed. Number of general conclusions are substantiated, scientific and practical propositions on a balanced and efficient order processing and issuance procedures for visa applications for foreigners and stateless persons to enter Ukraine are grounded.
