The thesis is devoted to scientific and methodological foundations of development and use of information technology and development of information system in monitoring of energy efficiency of buildings based on a hybrid cognitive modeling. The state and prospects of existing information technology and automated systems that are used in evaluation and modeling of energy efficiency projects has been analysed. The theory of information systems of monitoring of energy efficiency, methods of modeling processes of development of information system monitoring of the energy efficiency of buildings has been elucidated.
