The essence and characteristics of innovative enterprises are identified and their typing is developed. The contents of forming of personnel of enterprise is clarified. The directions of forming of personnel of enterprise in the context of its human resources potential are determined. The state and the tendencies of innovative entrepreneurship development in Ukraine are analyzed. The ways and means of determining staffing needs of innovative enterprises are determined. The approaches to staffing providing of innovation enterprise on the basis of competencies are formed. The frame model of staffing providing of innovation enterprise is developed. The mental map of forming of personnel of innovative enterprise is constructed. The competence's aspect of forming of personnel of innovative enterprise is selected. The list of basic competencies of innovative employees and the profiles of competence of innovative employees are formed. The choice of strategy of competencies of personnel management of innovative enterprises is grounded.
