Khomenko V. The Activity Tools of Local Self-Government Bodies in Ukraine.

The thesis deals with the elements of the activity tools of local self-government bodies in Ukraine. The history related to the establishment of the institute of the activity tools of local self-government bodies in Ukraine has been researched into. The institute of the activity tools of local self-government bodies in the United States of America and Germany has been characterized. Necessity to substitute the institute of public administration forms with the institute of the activity tools of local self-government bodies in Ukraine has been proved. Juridical acts (normative and administrative acts), administrative agreements, plans and real acts have been separated out within the structure of the activity tools of local self-government bodies. These elements have been characterized, their features and types have been identified. Procedure of passing normative and administrative acts by local self-government bodies has been analyzed. Its lacks have been identified. The author has proposed his own stages within the procedure of passing these juridical acts. Peculiarities of the procedure of making municipal administrative agreements by local self-government bodies have been highlighted. The author's stages of approving of plans have been proposed. Requirement to the carrying out of real acts by local self-government bodies have been researched into and the author's requirements have been proposed.
