The thesis studies the legal and organizational bases of public security departments of the National Police. The author studied the theoretical and legal framework to ensure public safety. Defined methodological principles of use of state coercion in administrative law. The analysis of administrative and legal support of financial monitoring in Ukraine. The features of the activities of financial monitoring. The peculiarities of the research administrative law enforcement. The characteristic of administrative law enforcement and paid to the common features of their use. The concept, elements and principles of the mechanism of administrative and legal regulation of units of the National Police in the area of public safety. The necessity and ways to improve the mechanism of administrative and legal regulation of units of the National Police in the area of public safety. Studied the legal status of administrative units of the National Police in the area of public safety, the peculiarities of the legal status of units of the National Police to ensure public safety in emergency situations during public events and in the area of ATO. The result of the study were obtained and proved new theoretical principles developed proposals to improve the institutional and legal foundations of public security departments of the National Police.
