Dissertation is a scientific research of theoretical and practical problems of the Accounting Chamber as the subject of financial control. The state of research and the evolution of financial control and the formation of the Chamber have been analyzed. The content of the concept of financial control of the Accounting Chamber has been defined. The place of the Accounting Chamber among the bodies authorized with the power to carry out financial control has been determined and its own model of building a system of financial control has been offered.
