Dissertation is devoted to the challenging task of increasing the capacity of the private video channel for departmental communication systems. The main results of the work are to develop a method to improve the capacity of the private video channel. Distinctive features of the method are as: automatic selection of significant fragments of the video stream only for the basic frame using cascading decision rules in the spectral space; differentiated treatment of the base frame with a view of identifying and closing significant structural units; harmonization code constructions of significant structural frame units with the conditions of block symmetric encryption without making redundancies. This provides increased bandwidth of video channel based on departmental requirements regarding privacy and the quality of video information stream. To reduce the intensity of the video data created by the method of closed-identified fragments of the relevant frame by analyzing the information in the two-dimensional transform of the discrete cosine transform. Distinguishing features of the method are to determine the significance of the energy for the structural units of the base frame of the video stream based on cascade threshold assessment integrated throughout the transformed macro block. This makes it possible to create conditions for reducing the intensity of the video stream and preserving semantic information about objects of interest. The first time was proposed the method of reconstruction of a closed video information flow based on intra-frame selection of key components. The difference of this method from the existing is that the decryption is performed during the recovery process based on the identification of closed base frame structural units in total, based on the code stream using the established label and mutual consistency requirements concerning the formation of code constructions. This ensures the required quality of departmental video information service for private information resources. For the first time a method was developed for estimating the intensity of the closed video information by identifying semantically meaningful fragments of the base frame. Distinguishing features of the method consists in the fact that the intensity of the bit stream is estimated, based on the fact that the cryptographic protection shall be only relevant for structural units of the base frame to the extent of their influence on the characteristics of intensity and privacy of video information streams' predicted frames. This allows a capacity assessment of the private video channels with a view to ensuring departmental requirements on the quality of video service.
