Object of the study is processes of the shaping and developments national and regional innovation systems. Objective of study is motivation and development theoretical, scientifically-methodical and practical recommendation on improvement of the mechanism of the development national innovation systems of the Ukraine. Methods of research are dialectical, logical and history, in abstract-logical, systematizations and categorizations, economy-statistical, system-structured, complex and benchmark analysis, economic and mathematical modeling. Theoretical and practical results: system-functional approach to development and realization active innovation politicians of the Ukraine; project to new editing to Concepts of the development national innovation systems of the Ukraine. Novelty is deepening theoretical and scientifically-methodical основ of the shaping national innovation systems, motivation scientifically-practical recommendation on provision of its development and modernizations innovation politicians.
