Issues of the priority of science, implementation of new technologies, and large-scale diffusion of innovation to improve competitiveness of the national economy arise in the context of the integration of the Ukrainian state into the European Community, which may lead to the modernization of public administration with a focus on European standards. Despite this, the rate of implementation of innovation has recently dropped to a critical level, which presents a serious threat to national security. Regional programs and specialized centers focused on the competitiveness of the Ukrainian economy do not receive enough support from the state. However, it is the state that should integrate the best achievements of general and sectoral methodology into practice, as well as play a crucial role in the definition of priorities, strategies and mechanisms to ensure the development of economy based on innovation. Decentralization of state power in Ukraine helps transform local government entities into capable actors of state innovation policy implementation. Adjustment of horizontal links among different actors of innovation - including local government, sectoral and academia science, consulting and implementation companies, small businesses, and investors - lead to increasing potential for innovation. Sustainable regional development requires new approaches to the state regional innovation policy. The above determines the relevance of research mechanisms in implementing state innovation policy at a regional level. However, no criteria has yet been developed to analyze the performance impact of government policy on innovation development in the region. There is no comprehensive approach to the study of mechanisms of implementation of the state innovation policy at a regional level. It is assumed that the study results will help to improve the mechanisms of implementation of the state innovation policy at a regional level and accelerate modernization processes in Ukraine. Scientific novelty of the research results consists in the justification of scientific principles, conceptual approaches and practical recommendations for the development of areas of improvement of mechanisms towards the realization of the state innovation policy at a regional level. Namely, a new conceptual approach has been proposed for the implementation of the state regional innovation policy, which is based on the mixed matrix structure information exchanges (combination of hierarchical and heterarchical principles) in the interaction of state government, local government and institutions of innovation sphere (self-assembled structures in science, economics and entrepreneurship). The research provides improvement on the institutional mechanism for state regional innovation policy implementation by way of creation of the Coordination Committee for the innovation development of the region - a specialized structure in the state of regional innovation policies as a prerequisite for sustainable development. In this thesis, methods and tools of monitoring of innovation development of the region have been improved. This reveals imperfections in the institutional mechanism of the realization of state innovation policy at a regional level, as well as clear contradictions in the interaction between public authorities and academicians and entrepreneurs in the innovation field. The work summarizes the feasibility of state regional innovation policies in reducing imbalances in development regions. The systematization of approaches to eliminate priorities of the implementation of innovation policies at a regional level by state and local governments have been improved as well. The description has been ameliorated to show the components of resource mechanism for implementing state regional innovation policy as regards the use of social media by citizens, businesses and organizations that produce innovative products to expand its participation in the management of socioeconomic and innovative development of the region. In the thesis, the following points have also been further development: concepts and categories of the theory of public administration in the determination of administrative categories of "innovation" as the development of concepts, programs and regulatory framework for innovation, containing proposals on the implementation of the results of a new or improved process / product; "mechanisms for implementation of the state regional innovation policy" as a set of objectives, principles, functions, forms, methods, tools and their method of application of the regional state administration and local governments to support and develop innovation, enhance innovation processes for sustainable development for innovation basis; systematization of directions of state policy for its innovative features; generalization of conceptual approaches to features of the functioning of the economic mechanism of execution of state regional innovation policy in the economic crisis as a combination of direct and indirect methods of state support of innovation, the use of mechanisms of state-private partnership, and the concentration of national efforts in the most promising areas of scientific, technological and socioeconomic development taking into account regional differences.
