Essay

The essence of the institutional environment of small and medium entrepreneurship is defined in the paper. The improvement of mechanism of regulatory policy process is proposed. The methodical approach to assessing the quality of the institutional environment of small and medium entrepreneurship is systematised; an integrated indicator of quality of institutional environment is proposed. It can be calculated using the geometric meaning of quality assessment of n-th factor of institutional environment. The hierarchy at which unlike existing approaches the highest element is regulatory policy is sorted.
