Essay

The object of the research is process control of structure of NIS Ukraine on the basis of SB. The aim is the deepening theoretical foundations, improvement of methodological approaches and institutional arrangements of the SB as a basis for building an innovative infrastructure and the formation of networks in the processes of transformation of NIS of Ukraine to the model of "triple helix". The methods are: an abstract, logical synthesis, analysis and synthesis, structural decomposition, statistical analysis, Spearman's rank correlation, grouping, statistical and comparative analysis, a systematic approach, structural-functional method, hierarchical arrangement, situational approach, structure, synthesis, induction and deduction , target-oriented. The scientific novelty of this work is the deepening of the theoretical foundations, the improvement of methodological approaches and institutional arrangements for the development of SB in NIS structure. First there were the conceptual provisions of the SB in the NIS structure offered. Were improved: the scientifical approach to the implementation of NIS structural transformation goals by justify the principles of providing the institutional prerequisites of the SB; methodical positions on state regulation of the structural and functional development of the NIS; organizational and legal support for the development of SB of Ukraine NIS structure. There have been for further development: the role and support of SB seats in NIS development, based on the definition of the main targets of its structural development; theoretical and methodological approach for the development of the NIS by encouraging the SB; information and analytical support for the identification of problems SB of Ukraine as a member of NIS.
